Hi Anna,

We use a document management module called DOCMAN. It does exactly  
what you are describing and allows for group permissions. We are using  
Joomla for our website. I'm not sure if DOCMAN is something that can  
be used for a Drupal site but it's definitely worth researching. By  
the way, DOCMAN cost us $0. Let me know if you would like to see it in  
action or if you have any questions.
