There is a user exit (CMOD) enhancment "SUSR0001-User exit after logon to SAP System" where you can see check if the User has pending inbox items and issue your own popup to tell them to work it.

Subject: Priority of the work item created for this step in the Business Workplaces of its recipients.

Hi All

This is the details for Priority
===========================

Work Item with Express Notification

Use

When the system creates a work item with priority
1 , each of its recipients receives an express notification (dialog box with appropriate text) on the screen. The recipient can call the Business Workplace directly from the express message.
Excluded agents do not receive a message.

Constraints

The system does not generate an express message in the following cases:
 *if the user processes the work item immediately due to
advance with immediate dialog *if all users are recipients of the work item (this is the case with
general tasks for which no responsible agents are defined) *if the work item was forwarded

The system only creates express notifications when a work item is created. An express notification is not created for the new recipients of priority 1 work items that are forwarded.

If one of the recipients processes the work item, the other recipients still receive an express message.
===============================================

I have the user decision work item set as priority 1.
When the user is logged off the system and logs on the users does not receive a notification.

Please advise.

Kind Regards
