agent assisgnment for the mail step

I would like to use the notification rule 00000171 to determine the
agent to send an email to letting them know they have a workitem in
their inbox using the email step.
 
There is no place to use a rule for this step as the recipient type
selection screen on the mail tab of the send mail step does not provide
this as a choice.  Does anyone know a way to use this rule another way
so I can use the results to populate who to send the email too.
