Determining the Responsibility (RY) at run time. (Raul Rivera)

Hello everyone,
We ended up using a copy of RH_RESOLVE_RESPONSIBILITIES in determining the
RY object of the workflow. Thanks to Andy for mentioning RH_GET_ACTORS --
this is where we determined that it is RH...RESPONSIBILITIES that we needed.
