Yes.  In 4.7/Basis 6.20 there is a flag at the task-level 'Forwarding not
allowed'. Using this you can disable forwarding for a specific task. If
someone selects this workitem from their inbox and tries to forward it, they
will get an errormsg that forwarding is not allowed for that.
 
We had a decision task where Forwarding was to be disallowed.  A
button/decision-option was then provided to the user to forward that task to
another agent after validating business rules.  We called it "Re-route" just
to distinguish it from the standard Forwarding capability that workflow
provides and to avoid any user confusion.

I'm trying to advocate some changes to the standard forwarding mechanism so
that chosen forward-to user can be 
validated. 

To help raise the priority of this issue, would anyone please let me know if
you have worked on any site where: 

* Forwarding was turned off due to lack of the ability to validate the user
according to business rules 

* Custom tools were developed to ensure work items could only be forwarded
to appropriate users according to business rules
