Implementing Workflow with out HR

Dear Friends ,
                       Iam working in a Workflow project for a client were  HR module is not implemented .  On analysing how to go about without HR - Org. structure in place  , i discovered following options....
   
  1. Maintain Org.units / Positions    -  Only used for WF .
   
     Iam very much ok with this option ,  my questions is do i need to maintain  
     Personal Master in the system  &  Is it necessary to maintain Infotype 105 
     ( subtype 0001).??
   
     Can i have multiple Org.Units active??
   
  2. Agent determination with the help of  Responsibility Rules
      
      Can any one give me de-merits of this option
   
  3. Maintaining agents in Z-table & retrieving thur Rule's
       
      Big ....No No   frm my side...
   
  Can some one suggest me best options....
