How to find the HR unit of an user

If you are talking about the Org unit that a user belongs to, then this 
can be done by calling function module RH_STRUC_GET and passing it an 
evaluation path.

Transaction OOAW will allow you to choose an appropriate evaluation path, 
but probably evalutaion path O-P might be the one you are looking for.

As Serge says, the object USR01DOHR uses EMPLOYEET and you can get the personell number from that to use 
along with the evaluation path
