[OWW-SC] OWW User Feedback

I've set up the mailing list, forwarding mechanisms, email addresses, and a
working email form to support OWW Feedback. The list and mail send support
is online.

Please note: There is still some additional information needed before the
list is publicized at OWW. But the system is ready to roll. Follow the links
in the OWW article referenced below to find the mailing list and add
yourself to it.
