[Usittne] lighting inventory upgrade

Here's a link to a Google Doc I'm using to outline equipment management
here.  Of course it doesn't guarantee that anything will actually be done,
but it does keep us in the que for resources.  The real key is to update it
every year and keep sending it in with the new information.

In the meantime, we generally have some scraps of budget laying around at
the end of the fiscal year, and we generally put it towards gear of one
sort or another.
