Tango is a meritocracy ... you earn your dances.  If followers are not dancing with you, practice more by yourself.  Yes, it is boring but that's why they call it practice, not dancing.  There are many exercises that you can (and should) do on your own and it will greatly improve your dancing, not to mention your musicality.  Of course you need to practice leading and following with a partner but if your teacher has not taught you exercises you can do on your own then they are not very good teachers.  Women will always want to dance with the good dancers.
