Events not getting triggered for APR process(SAP HR)

If I recall correct from the only installation where I have worked with this, 
there are parts of the appraisal solutions where the behaviour depends on 
whether you are creating the appraisal documents from SAP GUI or from the 
portal. If you have not done it already, and especially if you have only used 
the portal so far, test both applications to see if the behaviour is as 
expected in one of them.
