SAP Wokflow Substitution

Baba, 

What I would check :
    - In the back end table HRUS_D2 : are the substitute really
present ?
    - do a refresh in the back end of SWU_OBUF (legend says you have to
do it twice) 
=> try again

I recently had some trouble in the UWL with the substitute not showing
up after the SWU_OBUF everything went fine
