Hello, 
You should activate an event queue to your starting event.
The workflow is simply starting too quickly the user used during the
creation of PO with ME59N has not yet unlocked the document because the
enjoy transaction are slow.

Check in workflow administration the time for the event something like 1
or 2 minutes should be enough
