You should activate an event queue to your starting event.<BR>
The workflow is simply starting too quickly the user used during the creation of PO with ME59N has not yet unlocked the document because the enjoy transaction are slow.<BR>

Check in workflow administration the time for the event something like 1 or 2 minutes should be enough<BR>
