Worlfow step created by column

 Hello WF'ers

I am on ECC 6.0.

I am wondering how the 'Created by' value is determined for a workflow
step. In transaction SWI1 the workflow log shows the same workflow
executed twice on the same day and only 2 hours apart. 

In one of the workflows it shows all the steps that the userid is the
'Created by' person but on the second workflow it shows on the second
half of the workflow it shows all the steps as having 'Workflow Batch'
as the 'Created by' person.

Any info on this would help.
