Delete/complete WF from middle step?

Dear Experts,

WF has 3 steps, currently it is at step-2. User wants to delete/complete the
WI without sending to next level.

I don't have authorization to SWWL in production system which enables me to
logically delete the WI from step-2. is there any other way to
delete/complete the WF at step-2.
