eval path SAP_CTSK No Agent Selected

Don't have a system in front of me but will attempt to help.  Your starting point is an Org Unit, with users to be returned.
 
There are a number of ways to handle, I would suggest:
For line 210 change line number to  
  105  O      B   002        Is line supervisor  *        O          
 

Line 220 not necessary because covered in line 110.
 
Line 230 not necessary because covered in line 120.
  
 
Be careful, the standard delivered evaluation path did not have this relationship defined - why?  Maybe because everyone in the company would be an agent if assigned incorrectly.  Will this change affect other processes?

I need help identifying why when I assign my highest Org Unit 1 to a task in Agent Assignment, I consistantly getting No Selected Agent.
The following is an example of my org structure that I have created: 
Org Unit 1 
        Org Unit A 
                Position 1 
                        User 1 
                        User 2 
        Org Unit B 
                Position 2 
                        User 1 
                        User 2 
                        User 3 
        Org Unit C 
                Position 3 
                        User 1 
                        User 2 
                        User 3 
        etc…. 

I am assigning Org Unit 1 in the Agent Assignment.   This is not working.  If I list Org Unit A, B, C etc then it works.  I don't want to have to list all the org units as there are several.  
Here is the Evaluation Path for SAP_CTSK Task customizing -> agent assignment           
I added number 210, 220, 230.  I'm not sure if that is what I need or not?
