Unable to send to the recepients

hi experts,
               I have created an organisation structure and assigned to
workflow.but when ever my WF triggers using events,its unable to send to the
users.So i even tried to activate my orgn structute in Po10 its showing the
error 'For infotype 5010 in status 1, function AKTI is not allowed'..I tried
with all the info type but still same error.
