Background job SWWDHEX cannot be scheduled (error )

Your user ID might not have authorizations for the same.

Try doing it with ID having max authorizations / take help of basis
person.

Work Items with Errors Schedule Background Job for Condition Evaluation
Schedule Background Job for Deadline Monitoring

Please help me and explain what is happening in my system .
