URL to execute a WI

I have the hyperlinks to the UWL and another to the WI now.  I found 2 OSS
notes 1017277 and 1164090 that needed to be applied before the Webdynpro
hyperlink would work, (returned Link not active SWN155) before these notes
if anyone else gets this message.
