File Upload process

Dear Experts,

I have a webdynpro java application run in portal. Initiator will fill the form and also upload a file in portal using file upload UI element and will click submit button which will trigger the workflow using SWE_EVENT_CREATE FM. In my workflow there are 4 levels of approval. I want to get the file (any extension) uploaded in portal as attachment in user decision step of each approver. I tried with SCMS_XSTRING_TO_BINARY FM to convert the uploaded file into binary. I pass this binary type to workflow. In wf I convert it agan to xstring using SCMS_BINARY_TO_XSTRING FM. 

I need to create a SOFM instance to attach the file. I am using ecc4.7. SAP_WAPI_ATTACHMENTS_ADD FM available in ecc 6.0 version is not available in 4.7 version. Please suggest me a way to handle this file upload process. Also in case the approver clicks send back button in user decision, initiator will receive a workitem in UWL for making changes. In that workitem I need to populate the initially entered values as well as attachment. 

Kindly tell me how to handle this scenario. Please share your ideas.
