Event PDRELA_025.created through t.code PSV1

Hello experts,

Within HCM training and event, whenever booking attendance through PSV1 I expected to have event PDRELA_025.created.
Such simply does not happen. In the past I did the same through PV7I and it did happen but in this project there's no ESS involved.

Does anyone know how event PDRELA_025.created can still be published?

I've tried several combinations in SWEHR3. The only solution I currently have is setting FM in SWEHR3 which publish my event, however I think there's got to be something standard than that.
