QM Notification Workflow Issue

Hello Rick,
Thank you very much for taking interest in resolving my issue.

Yes , I activated in SWB_COND and it is green for the conditions.
Also in SWE2 , check funtion module is filled with FM SWB_2_CHECK_FB_START_COND_EVAL.

I know for sure something wierd happening in our system.
