Hi,
 
I asked a contact from SAP to explain what this functionality was supposed to do and whether we should care about it in ECC 6 as part of our upgrade. 
 
The answer, it seems, is apparently not:

It is an open frame work, but so far the only relevant content is the so-called "buffering of container definitions in shared memory". This "feature" should be deactivated via SWPA anyway. Notes 1106178 and 1025612 are related to this and a new note will be released soon.
 
You don't need to schedule this job and there are no consequences of not having it active. It's even disappearing in newer SPs or releases. I found note 1117735 which is saying that this activity is obsolete and was not removed from the automatic customizing by mistake.
I seem to recall someone asking about it here and it piqued my curiosity.
