Hi Shai,
    I did copy the standard task, but I had deleted the default rules and I
cross-checked the custom task and it doesnot have any rules in it. I am
unable to figure out from where it is getting those users also the set of
users which it is resolving is not consistent and changes for the different
PO's which follow the same set of rules. I would also like to know what
happens when you explicitly execute the "Execute Agent rules" in the
technical workitem display. Does it execute any random rules?
