Dead line

Hi 

I have designed workflow for Purchase requisition Here we are maintained a 
dead line for  work item which exceedes on given time limit example : 
3days then particular work item should be remain in same user(dead line 
missed person) and new work item should send to alternate approver upto 
this funtionality it's working for me.
work item which remain in the user(dead line missed person) missed dead 
line particular work item should be de-active and if user try to approve 
it should not allow him to do this, how can we handle in workflow?

My design is shown below,

User Decision Level I have Maintained.


Please provide me details how we can control this.
