substitution notification

At some sites they create a workflow to control the creation/maintenance
of substitutions.  This lets them notify relevant people when particular
substitutions have been created. Or you could just use the substitution
BADIs to add your own validation checks.

Hi Friends
 
I really don't know which forum i should ask this. If you can please
help me out. My cleint wants a set of people to be  notified when ever
someone choose a substitute  in his/her SAP inbox-SBWP. This is to make
sure that user selected as substitute is the right person.
