Processing incorrect contact attempts

Hi All,
There is a standard workflow in SAP CRM (WS14000111) - Processing
incorrect contact attempts.
This is normally used in External List Management in conjunction with
WS14000029 and WS14000129 but we do not use External List management
here and these two workflows are not set up to work.

WS14000111 triggers when a Marketing Outbound contact cannot be
performed.
I have activated the workflow but whe I execute the marketing campaign
even though I know the contact has an invalid e-mail address, the even
triggered is INFORSENDSTATUSREACHED and not ERRORSENDSTATUSREACHED as  I
would expect.

Has anyone ever used/set up this workflow before?
If so can you give any pointers as to what I might be doing wrong?

Tracking of e-mail campaigns can be used in CRM but I may be on the
wrong path.
