Dare I suggest you start by improving the instructions in the work item
text to warn them of this? 
Also you could set a deadline to continue anyway if they haven't entered
anything within say 1 hour. 
 
But I would have thought they are required by the business process to
enter a reason and the best approach would be to talk to the business
process owner about how best to improve compliance - e.g. a little
re-education may be needed. 
 
A technical solution is not necessarily the best approach here as you
may be working directly against the business requirement.

Anyone know how to prevent people from Cancelling out of business object
SELFITEM and method NOTE_CREATE?  I have this so people can enter the
reason they rejected an Invoice, but they cancel out of the popup
without entering a Title or any text. This leaves the WI in their Inbox
and the Approval process stalled. 
Anyone know how to stop them from doing this, so at least the process
continues?
