SELFITEM NOTE_CREATE

Anyone know how to prevent people from Cancelling out of business object
SELFITEM and method NOTE_CREATE?  I have this so people can enter the reason
they rejected an Invoice, but they cancel out of the popup without entering
a Title or any text. This leaves the WI in their Inbox and the Approval
process stalled.
Anyone know how to stop them from doing this, so at least the process
continues?
