Personally I would ask your Basis guys to check the Workflow settings in SWU3 again. Things like an expired WF User password can sometimes cause issues like this.
 
Are there any feedback messages in the tRFC entries in ARFCSSTATE for WORKFLOW_LOCAL_0100?
 
Does SMQ2 have anything useful to say?
 
Are these events for the same Workflow/Task? If so does everything compile, buffers dropped etc etc?
 
Also on the subject of Event processing have you enabled Parallel processing? If so check your Server Group settings too.
 
Be advised that SAP are currently testing OSS Note 1079021 with us that should prevent the same errored Workflow step from being processed twice by consecutive Restart Temporary Exceptions (RSWWERRE) job runs.
 
The note also introduces a flexible 'hang-up' time variable that can be passed through from the RSWWERRE variant to expand or reduce the step selection in terms of processing date/time. Quite why they didn't make this a config setting in SWEQADM or SWWD though I don't know.
 
I have heard that ERP 2006 has altered the way these jobs schedule themselves which is good news by the way. But I don't know yet whether they have bothered to build in proper event database locking which would also be useful (somehow I doubt they'll bother).
