Hi Suresh,
To Add on what Vijay has commented, i could not see the reason why you want
the same level approval by different people by sending different workitems.
Possibly you want to look towards n-level approval process.

If your requirement is not for approvals, some admin function, you need to
change the workflow to add a step to create workitems in a loop on a table
which will hold the user ids.
