SELFITEM.NOTE_CREATE

Hi All,
 
I have read the 'bible'  very caryfully. I want to append a pdf-document to a workitem. On page 320 (German version) is the description of appending documents to workitems.
 
I tested in SWO1 BO SELFITEM. I instanced one workitem. When I try to append with method NOTE_APPEND I use the full key. (e.g. RAW31000000000060)
After that I can see an attachment in SBWP. If I want to open the attachment I'll get 'Document does not exist'-information.
 
Does anyone have any ideas?
