Appraisals in ECC 5.0

Richard,
There is an OSS note (* 904851 - HR events for workflow not triggered)
on HR events not triggering workflows for ECC 5.0  We had to apply it to
our system during the upgrade.  That solved the problem for us.

Published is SAP's term. Most people refer to it as starting the event.
