Attachments on Form workitems in ECC 50

I am reposting this question with more details.    I am using the BO 
DYNP_FORM method APPROVE in a workflow.   The problem I am having is the 
attachments that are created on the form under the Workflow Toolbox tab are 
not passed back to the workflow container.  The attachments show up in the 
log for this workitem, but don't get populated in the workflow container.  
The problems occurs if the form is Approved or Rejected.  This functionally 
worked in the Enterprise release.
