Agent determination at the top of the OM

Andy,

What I have used is to use the grade/job (within OM) of the person at
the top of the structure in conjunction with a new responsibility rule
to direct the Work Item to another position, i.e.  Grade at top of Org
Structure Chief Executive redirect via resp rule to position of
Finance Director
