Start worflow due to infotype fields changes

Use transactions SWEHR1, SWEHR2, SWEHR3 for HR infotype changes. 
There's plenty of doco on this so suggest you do some reading.

Hi all,

I'd like to start workflow whenever a certain infotype field value
change from x to y. For example, whenever employee group changes from 2
to 9 I'd like my workflow to start.
I know I can trigger event whenever infotype created/changed, however
when I receive the object (BUS1065) with employee group 9 I can't know
if it was actually change from 2 to 9 or other field changed and
employee group value was 9 before.
I looked for change documents but it appears that HR doesn't work with
change documents. That's quite surprising because I don't find how HR
records display log of changes.

Any ideas before looking for userexit/BADI ?
