Raising a request for Creating a new position using PCR in MSS screen

Hi,
I have a requirement where the line manager requires to raise the following
forms(which follows subsequent approvals using workflow),
(1) New Hire of an Emloyee
(2) Internal transfer
(3) Request for creation of new position

The manager raises these forms from the PCR iview of his MSS screen. Now to
raise these forms it is required to select an employee number and then
choose "Next" and then select the appropriate scenario in the list that is
displayed. But the "Creation of new position" Scenario doesnt require any
employee numbers to be selected as the employees are to be assigned to the
position using the "New Hire" scenario. Is there a way to make this
scenario(creation of new position scenario) available in the MSS screen of
the line manager without selecting the employee number.
