EBP Item based shopping cart approval

I'm planning on using item based approval of shopping carts and have
read note 731637. I was wondering if anyone could provide clarification
on how the example below would work:

A shopping cart is created with 2 items and the first item is approved
immediately, but the second item is still waiting to be approved. In
this example how would the system behave? Would a requisition be created
in ECC for the first item on its approval, and then another requisition
created for the second item when it gets approved; or would the creation
of the requisition in ECC be delayed until both items have been
approved. I know that there is documentation on this but I'm struggling
to find the answer. Any input would be appreciated.
