You have to code that check yourself. I am not sure if an "After" method
would work, but a background step should be OK. Use the background step
to check that the user who just completed the previous step created an
attachment. 

And then there is the real challenge: how do you ensure that they write
something sensible in there?

Hello *,

could anybody please advise me how to solve the following challenge:

we need to make sure, after the completion of a decision task, that the
user enter a mandatory text. This text needs to being displayed out of
the generic object links after process completion as well.

I tried selfitem.create-note, but method doesn't assure that text was
entered nor does it link the note to the SAP document (i.e. BKPF)
