I guess that Mike is right. This is how it works:

In R/3, a user decision step (based on DECISION.PROCESS)has two
outcomes: Approve and Reject. Following the Reject outcome is another
step to specify rejection reasons. This step is based on a task with a
method of FORM.HTMLPROCESS. When you create the task, you create a html
form for it and it's done automatically by clicking Goto >> Web
Transaction. The step's "advance with dialog" is activated. 

So when the user chooses Reject, the next work item is immediately
created presenting an html page for the user to type in his rejection
reason.

No, that's not the description I was talking about. I meant a
description text box specific to the at task, which is in fact a
container element that appears as an input text box on the the HTML
form.
