Be careful not to mix up the functionalities. 
 
To just send an email, e.g. using a mail step in the workflow or even just by  using the System > Short Message menu option in R/3 , 
you need the configuration to identify the email address for the user (assuming you have sent the mail to the user id and not directly to the email address). 
The preference these days is to use the user master email address and the send to home address setting in transaction SO16.  
The automatic forwarding entry has always had issues/limitations especially for mass maintenance. 
 
The purpose of RSWUWFML2 and SWNADMIN/SWNCONFIG is not just to send an email - its purpose is to generate an email 
for each (individual) or all (collective) *workitems* added to the user's inbox to notify the user that there is new work for them to do in their workflow inbox.
 
Your configuration in tranasaction SCOT/ program RSCONN01 then send the emails to your mail server, *regardless* of how the emails were generated.

I have just tried the following in a testing environment (4.7):
 
I only set the automatic forwarding to my own email address as per Klaus instruction (Office settings must have a valid e-mail address (sap business workplace -> settings -> office settings -> tab automatic forwarding -> create -> enter the user id and end date 12/31/9999 - hit internet address - enter in the new little window the internet e-mail address - click the green check mark...). Before this setting, I could only see the notifications in my workplace. Now with this setting I can now receive notifications in Outlook.
 
There is no job running for RSWUWFML2 in this testing landscape. No email address is maintained in SU01 for me, and we do not use HR module. So It seems that this office setting for automatic forwarding alone can send the notification to outlook.

Hi Bala, 

I´m not quite sure what´s your release. 
Anyway, report RSWUWFML2(in most releases) is the tool to use if you want to send a notification to for example outlook. 
You have to maintain a valid email-adress for every user who should receive this notifications.Have a look at the program documentation. 
Apart from that there are some settings in the system that have to be made. 

Please search the archives as explained at the wug-page: 
http://mailman.mit.edu/mailman/listinfo/sap-wug 
Search for example RSWUWFML2. There should be plenty of information as this has been a topic before.
