Rule Resp. Transporting

All,

   Curious if anyone has had this problem, in a Rule if 
you attach both the Responsibility (RY) & the Position (S) 
to a Transport Request and then transport it up, does it 
ever overwrite the Chief &/or User Relationships for those 
Positions?
