Your workflow container needs to have bus2005 as the only, mandatory
element.

I usually start my workflows with events but this looks like a user could
kick off a workflow. If you go into CO02, pick a production order and go
into the header data there is a button near the "Production order Change:
Header" title that says "Services for Object" if you mouse over it. If you
drop that down you'll see a Workflow->Start Workflow menu item. That's what
I mean by manually starting a workflow from CO02. How do I connect my
workflow with that menu item? Hasn't anybody worked with this before?

There is SAP supplied Task -> TS20000623 (Inform MRP Controller about
Order Change)

You need to setup Customer Enhancement PPCO0001.
