How to control users being copied to QA/PRD, when Org. Strucutre is transported

we were moving the Org structure to QA through a customizing request, with RHMOV*30 program not through ALE. I guess the solution which you have proposed is applicable when org. structure is moved through ALE. Correct me if I am wrong.
 
I read somewhere that, it can be controlled by maintaining correct entries in table T77TR. Now i have to findout what exact entry need to be maintained in this table. Hints please on this approch.

I read tip in "Practical workflow for SAP" book from sap press, that this can be controlled from IMG. But I couldn't find a node/path where this setting can be done.
 
Can anyone please tell me the path to access the setting in IMG, to control this.

When I observed the entries locked under customizing request, I didn't find any entry for USERs, but after transport into QA, I found the same users(from DEV) in Org. structure, assgined to position in QA.

I am using evalution path to determine what components from Org.structure be selected while transporting. For path which I have selected while executing program RV*30, only Org. Unit and positions were listed. But after transport, even users were also show in org strucutre. 

If its because of incorrect path, Please let me tell me the correct one. 

Sometime back I read[not able to recollect] that it can be controlled from with-in PRD(or destination system), not to copy users from QA, while transporting org structure. Hints please.
