Object requested is currently locked by user WF-BATCH -questions 4.6c

The methods reads data from the notification object. 
We wait one minute before we start reading the data from the
notification object. 
 
Also,
We have many developers and testers using same user ids, changing same
employee data, etc.
Probably stepping on each other. I assume it is locks due to this
environment and will reevaluate 
if this happens in Q or prod.

On a completely different tangent, notifications have other workflow
functionality. Maybe it's a conflict between the WF and the
Notification,
not with the deadline. What does the method do?
