Transport Workflow - SE10 Outbox?

Hello all,

I am testing the SAP-delivered transport workflow using transport proposals. I noticed that even though work items appear in the "Inbox" in the SE10 transaction, nothing ever shows up in the SE10 "Outbox". I would expect that the user who creates a proposal, thus automatically starting the workflow, would see something in their outbox. Or, the user executing the work item to process the transport should see the item once its been processed.  Note that the items appear in the Outbox in Business Workplace as expected, it is just in SE10 that the Outbox seems to be non-functional.

 I have tested this even with a user with SAP_ALL in case it was some strange authorization issue, and I searched OSS.  Nothing.

Has anyone else noticed this and resolved it? Or is the "outbox" button in SE10 just a decoy? Or am I probably missing something fundamental?

The system is WAS 6.20.
