EBP 4.0 - Source of Agents for Replace Approver in SC Approvals

Hi,
 
What is the source of agents for the 'Find' function in the 'Replace
Approver' activity in the shopping cart?
 
When you want to override the system returned Shopping Cart approver, after
you select the 'Find' function, you're presented with a list of agents to
choose from. Is this agent list a list of all of the people who are allowed
to execute the associate approval step (TS10008126)? If not, then where does
it come from?
