Break in workflow link from one agent to another agent in version 4.5B

Hello,
 
I was wondering if any of you can help me out with the following issue:
 
Our workflow for the release of purchase requisitions has been set up
in English so that once it is approved by one agent it automatically sends
it
to the next approvers inbox and disappears from the one that just approved
it.
 
We recently rolled out a division in Germany.
The problem here is that once the first agent approves the requisition, it
updates
the release code in the requisition as "released to date" but it never
leaves the
inbox of the agent. It remains in the agent's inbox as "in process" even
though the
requisition has been approved for this agent.
 
The person that configured the workflow aspect of this is currently out of
town.
 
My guess is it either an authorization issue or a language issue since:
 
a) Workflow works for the existing US company codes
b) The configuration for the release strategies has manually been tested
using the release codes and transaction ME54
   for Germany and they work.
 
If anyone can help me out or lead me down the right path I would greatly
appreciate it

Has anyone installed the mentioned OSS note and if you did, how did you
acquire the software?
 
The note also makes reference to that you need an SAP Workflow consultant to
do the initial setup. What does this mean and what's so difficult about it
that we can't do it ourselves?
 
We are currently running on SAP 46C, using Outlook with MAPI for our
workflow.
