Significant Change in PR's

Hi All,
I read the archives, but I can't seem to find the answer to my question. I
know that a significant change is triggered if there is a change in the
release strategy, which will then kick off a new workflow for the purchase
requisition. I have a situation where a buyer made a change to a fully
released purchase requisition and the result was the requisition status
changed to un-released and kicked of the workflow all over again. However,
the change (purchase organization) did not change the release strategy, only
removed the releases against it. Purchase org is not even an included
characteristic in my release strategies.  Any ideas?
